论民族自治地方政府机构改革的深化——基于新中国成立初期探索的思考

民族自治地方政府在新一轮机构改革中进行了历史性变革和系统性重塑，然而顶层设计与分层对接机制优化、机构设置细化与整合、运转协同和效能提升仍未完全到位。回溯机构改革史，中华人民共和国成立初期作为政府顶层设计和系统性构建阶段，是民族自治地方政府机构建设最富成效的历史时期之一。这一时期的民族自治地方政府机构建设强调权能配置和人员构成的民族性，逐步差异化设置机构、探索单一制下政府机构平衡设置等历史经验，可以为进一步深化政府机构改革提供有益借鉴。在新的历史起点上深化民族自治地方政府机构改革应以新时代中国特色社会主义思想为引领，合理汲取历史养分，进一步深化理论研究，完善法制体系，明晰特殊性职权和民族性职能，健全顶层设计与分层对接机制，创新改革模式，强化地方参与性，切实破解改革难题，推动政府自身建设持续走向深入。     

The contingent futures of the mobile present: automation as possibility

In this article we outline and demonstrate a design anthropological approach to investigating automated mobile futures as a processual opening up of possibilities, rather than as a process of technological innovation. To undertake this we investigate the example of how the car-smartphone relationship is configuring in the contingent circumstances of the mobile present and the implications of this for automated mobile futures. Our discussion is set in the context of the growing possibility that automonous driving (AD) features are increasingly part of everyday mobilities (even if unequally distributed globally) and in which personal mobile smart technologies and artificial intelligence (AI) will exist in some form and will interface with humans and be interoperable with other technologies. In developing this we draw on ethnographic understandings of how people live with the possibilities afforded by technologies in everyday life.     

自治区自治条例研究

民族自治地方自治机关拥有法律规定的立法权。自治机关的立法权主要是制定和变动自治条例和单行条例的权力,自治条例是民族自治地方立法机关和政府行使自治权力的法律标志。自治机关制定自治条例是全面实施民族区域自治制度的需要,是自治机关行使自治权的根本体现。由于多方面原因,到目前为止我国5个自治区无一出台自治区自治条例。制定和出台自治区自治条例必须严格遵循法律规范、法定原则和法定程序,新修改的《民族区域自治法》和西部大开发战略的实施是促成自治区自治条例尽快出台的契机。

Complexity: Some Remarks about a Classical Aesthetic Concept

The connection between autonomous art and complexity has been extensively and deeply studied in literary theories in the 20th century. The rise of aesthetic autonomy implies the complexity of literary work as the concept of a sealed container arises from the relationship between the parts that make it up. In this model, the interpretation subject works to directly face literary texts. Instead of pursuing the author’s intention, it aims to reproduce the richness and subtlety of the aesthetic state, and consider the richness and subtlety revealed in the maximum amount of text details in literary works, even if procedurally deviating from the way of mainstream understanding. There is increasing skepticism about the consequences of the autonomous aesthetics, which has been coerced by the development of contemporary capitalism, and it is necessary to develop new forms of aesthetics to reflect the changing social situation.     

普通高校英语专业学生自主学习能力调查

国内学者对大学生自主学习能力的探索取得了阶段性成果,但针对英语专业的实证性研究匮乏。本文通过问卷调查,从学习动机、学习策略和学习环境三个维度,研究英语为非重点专业的一所普通高校中英语专业学生的自主学习情况。通过SPSS数据分析得出学生在自主学习过程中存在的问题,并对在此环境下如何培养学生的自主学习能力提出针对性的建议。
